The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

SOURCE: HOW TO REPLACE THE INVERTER
All you have to do is to make a very detailed drawing with all the cables and their positions (label them to be sure), touch a metal part on the tv to ground yourself, take them out gently (be very careful not to rip a wire), unscrew the board from the chassis, ground yourself again and install the new one and plug the cables accordingly.

Yes if you are receiving the signal through your tuner then it could have damage the tuner, or the color processor is locked up do to the voltage surge, and if you leave the set unplugged from the wall for 40Min., it will reset back to normal, if not then the video board will have to be replaced.
