SOURCE: Inactive Smart Chip
Unfortunately if it's a bad smart chip I'm afraid you will have to buy another phone. If you've had it several years you really got your moneys worth. Good luck, sure wish I had better news for you.
Here's the AT&T forum about this..

Hello and Welcome to FixYa!
Time to do something before a big problem may pop-up. This is one of the bug of your Firmware, Sony-Ericsson phones are a little bit more buggy then other brands, but the good thing is you don't need to spend a penny in resolving the firmware bug, all you need is the USB Data Cable (Which comes in the box, for a new piece) . If you have it, first things first. There will definitely your crucial data in phone, first make a backup by the SE PC Suite, if you have it, then install it, run it and goto "Backup and Restore" menu and select the stuff you want to backup before firmware upgrade.
If you don't have the PC Suite, download it from here
If you don't want to backup anything then skip the things above and follow this; Get your cable, and download the Sony Ericsson Update Service (SEUS) from the link provided below, once downloaded install it and follow the steps from the Wizard (It will tell you when and how to connect the Phone)
Note: You should have a working Internet during update process, and Yes the phone must be charged above 50%. I'm being too conscious all because it may be the first time you are doing this, but believe me, it will be a piece of cake, once done by yourself.
If you have any questions, do ask me. It will be my pleasure helping you out.
If you think I was of help, your token of appreciation in the form of rating will be esteemed.
