i am a monitor technicians i think it is a high voltage shut down most likley is a failure if one or more of electrolicy capacitors in the primary and secondery sides of smps transformer if you know what i am talking about you can fix it

LCD monitors auto adjust and use a fixed resolution. It's impossible to reduce the vertical scan. The only what I could think of is to specify a widescreen resolution if the monitor is not widescreen and this may only work if you are connected by DVI cable. Sorry!

unfortunately there is really no way to fix that what happened is that the crt is no longer responding to the menu best bet would to purchase another one.

"OSD Lock" is the On Screen Display Lock, a feature designed to prevent you from accidentally changing any of the settings of the monitor. To disable the OSD lock, press and hold the menu button for 10-15 seconds.
