SOURCE: Power supply problem
This is going to be with the power management system on the motherboard. These are the classic text book symptoms of a failed power management chip. Few shops will be able to fix this, most just say replace the motherboard, you might get lucky and find one in your area that can fix it, if not then you will need to send it to Acer for repair.

in your laptop goto device manager. universal serial bus controller. go to appropriate port. Right click- properties - there you will c a power management tab. uncheck Allow the computer to turn off this device to save power. click ok.

You have to install a driver that will make it to communicate or probably install an application that will make your computer to communicate with it, else is will continue like that. what brand/model of phone do you want to connect maybe I can give you a better application to install.

Get you an external battery laptop charger and charge the battery that way. Your gonna have to open this puppy up and replace the power port IC board if you want to charge by AC cord. Your non factory charger could have fried the board. The board isn't too spendy, but you gotta know what your doing or you will crack the case or damage other parts when opening this thing up.

What JonSnell says is true. When an USB port on a computer can deliver 5 volt, it is limited to 500 mA or 0,5A. Not every port on every computer will be able to deliver power. It is dependent on how the manufacturer has made the computer. When a Laptop with 4 USB ports, will be used to charge your equipment it should drain 2 A and would empty the battery very quick. So better not try to use a laptop for that.
A driver is meant, for the computer to make it possible to communicate with the hardware you connect. Communication is one thing, completely separated from the possible power a port can deliver.
There will be no driver, that can change the maximum output on the USB port, because the computer hardware will limit it on the 500 mA. Even on a desktop PC. So most modern smart phones or tablets need more power than a PC can deliver.
To charge them, you better use a charger, or if you want to sync and charge the battery in the same time, buy a USB hub with an external power supply. Be aware, most power supplies only can deliver 2 A, so don't put more devices to charge then the 2 ampere the power supply can deliver, or you will get the same message.
