The receiver after turning off will turn it self back on, repeatedly.

The unit is drawing too much power and is being protected by a current/temp sensitive device that shuts down to protect unit. When it cools, the power is restored until it heats up again, and the cycle continues.

Sounds like something in the power supply area is the cause of the anomaly.

Kenmore 90 series gas dryer

The trouble is actually with the start bearings in the drive motor,I bet you have a small hummmm or GRRRRR right at the start, as if the unit wants to hesitate.
Anytime you have a dryer that starts then shutsoff and must "cool" down, it is the motor.

Good luck!
