The model listed has only ONE HD input and it is on the rear and marked DTV--it is a component input with red, green, blue and a red and white for audio---cable box would have to have same outputs on its rear.

Hd receptiomn

To get HD reception one needs to use a decoder and then the signal OUT from the decoder goes by cable to the TV set, that is now used essentially as a monitor.
however if you have a fault use the service manual's troubleshooting steps to isolate the issue.

I have a mitsubishi ws-48313 2004 model when you turn it on the screen rolls fast is it fixable?

That unit should still be reparable, however, the cost might be more than you'd expect.
A diagnostic visit from a manufacturer's repair agent will usually run about $150 in the US. They'll take that amount off of the total bill if you go forward with the repair. In your case, the TV could just need an adjustment, but it's more likely that they will replace a broken circuit board which can run $200, $300, or even more.
