Question about Sony PlayStation Portable (PSP) Console
To start ensure that the problem is not caused by a faulty battery.
If you have a spare battery test the PSP does the same with the spare battery, or with the adapter connected.
If you still get the problem, then the PSP has a fault and is not completing the post test at startup.
Try holding the start button for about one minute to reset the PSP. If that does not work , try contacting Sony, they often offer a free replacement for faulty playstation when fault had not been caused by the user.
