Either your drain line to the drip pan is plugged up and you have a built up of water or ice in the machine, or the compressor is bad.

it sounds like its running,but all your hearing is the fans,you need to replace the rtc overload contactor located on the compressor body side,undo the spring clip wire unplug the rtc overload from the compressor and replace it,when you turn it on you will hear the compressor start then
