Generally, the instructions are shown below: you will have to fiddle around to tweak the instructions since this model Legrand is discontinued, and replaced with the 412641
There are 4 programming buttons located on face of timer: menu, on, +, -
Press menu, use +- to scroll down to GCFEIL, Press on, select language
Press menu, use +- to scroll down to set, press on, set current time and date using same basic commands.
Press menu, use +- to scroll down to program, press on, select new, press on, select day-days of operation for program 1, select individual, set On and OFF times for program 1, save
Press menu, use +- to scroll to function, select auto to run programs.

You posted under GE timer, but say you have Legrand, and don't include the model number or type of Legrand timer.

1) The only Legrand timer I have in my files is the RT1 countdown timer

To set RT1, you push one of the buttons, and fan-or-light turns on for a duration of time, then automatically turns off. Use the large button as ordinary light switch.

2) Legrand also makes commercial line of timers, including din rail timers and pin-type timers

I'm looking for a replacement Despard switch that is in a 3 way circuit...but is not a normal 3 way switch. I took it apart and the little spring broke inside so it will not hold position. It seems like...

1) It sounds like you have a DPST 4-way switch being used as 3-way switch.
Look at screws terminals - DPST has 4 screw terminals.
I saw a post that said 4-way despard is no longer made, and couldn't find one either.

2) Next thing is to identify brand, for example Pass and Seymour (Legrand), and then contact that company directly.

I purchased the Legrand RT1 Time Switch to run a bathroom fan. It is installed and I see indicator lights. Every time I turn the fan on, it runs for a second and stops (hearing clicking in the switch);...

You connected red and white wires together.
No problem, nothing burned out, and it's simple to fix. Steps below.

RT1 is electronic countdown timer, and electronic timer clock inside needs separate circuit, just like your alarm clock needs to be plugged in. >> that's why timer has white wire. White wire completes circuit to timer clock.

Manual says:
Timer-black-wire to Hot; Timer-red-wire to Load (lights)
Timer-white-wire to Neutral.
Heres what to do
1) Timer-green-wire connects to bare ground wire.
2) Switch has 2 wires. Take switch wires and connect them to timer-black-wire and timer-red-wire. Choose either one for now.
3) In back of electric box are white wires twisted together and covered with wire nut. Connect timer-white to these wires.
4) If electric box does not have white wires described above, then connect timer-white to bare ground.
5) Turn on electricity, and push countdown button. If lights come on, timer is wired correctly. If lights do not come on, then reverse timer-red and timer-black wires.
