If hard resetting and restoring
it doesn't work and the Apple store doesn't help you have to get the logic board replaced. It has to be the logic board, because it doesn't respond at all to being plugged into the charger.
There is a service called ipod repair nyc that can do it for you can use an iPod repair guide that shows you how to replace the screen yourself, the part is on ebay.
