This is a fault developing within the screen, the only remedy is to have the screen replaced, there is no exact answer to why this has happened, it is just the nature of a plasma screens make-up that sometimes a fault can develop like this within the characteristics the display

It can be caused by the failed 24vdc power supply or failed backlight inverter board, Check to see if you do have 24vdc with and without the bcaklight inverter board connected to the power supply.
Capacitors kit: http://lcdalternatives.auctivacommerce.com/Default.aspx he can make you a set of caps.
