No video on a mother board cane be a combination of a few things, here are my suggestions

Take all devices off memory, video and/or any other pci card. Boot up the system to see if there is a beep or audible alert, this usually sounds off when the correct hardware installed installed or installed correctly, thi is a good fast motherboard test.

1. remove memory and reinstall it
2. remove the video card and ensure it is seated in the AGPor Pci slot

power the machine up to see if you have video, if not then there might be an issue with either CPU or motherboard

Soyo sy-p4vgm motherboard agp slot video card highest MB capacity

Soyo has left the motherboard business. I find only specifications for AGP 4x port. I expect the board will support 512megs video RAM on an AGP card as AGP memory is a card limit.
See for more detail:

Your major worry is the 3.3v and 1.5 volt support.

Soyo SY-7VMA-B -supports P-3 tualatin (.13u) CPU's?

when looking for a cpu for the socket 370, be sure to NOT get the socket 370 cpu that is made for servers.

this type requires a motherboard made specifically for that type cpu.

use a search engine to find out how to tell if it is a socket 370 server CPU, there is not enough space here for me to explain it.
in that search you will also find out how to determine the answer to your question about cpu's supported by that motherboard..

most socket 370 based systems run pretty well, so you have a good machine there, and it's worth your time to keep it running, and to upgrade it.

Soyo SY-P4VGA bios. how do i get it and how do i install it without video.

To get the bios you'll need to buy a bios chip from the net, im sure their are site flooding around if you google them. For installing a bios without a video card or a monitor connected. Im not sure if that would be easy. Or even possible if you dont have any certification as a professtional PC tech.

SOYO's SY-P4VTP with 3GHz Pentium 4 Processor does not bootup.

check the rams and if they are ok

try to reset the bios settings from the motherboard jumper settings. like clear CMOS jumper will be there.
