Check the Alternator for proper voltage output, I am sure it is the problem, also you can greatly extend the life of the battery by keeping a "Battery Tender" type charger hooked up when it is in storage.

when you pull start the max power is provided to the ignition system
Sounds like you have a dirty ground somewhere. Or it's not charging properly, or can't take a charge because of a faulty battery. Use a dc 12v meter to check the battery.
If your atv has been sitting this long, the carb is probably stopped up internally... take the carb to a qualified professional and have it cleaned and set...(take a few pictures so you know where all the hoses re-attach)
