You don't indicate if there are any beeps. It could be RAM or the Power Supply.Did anything strange happen the last time it was running? When you turn the button on, does the fan in the back spin? If it doesn't, it's definetly the power supply.

Get a strong flashlight and a magnifying glass (if you have one). On the motherboard look for the front panel, it should be marked PWR and coloured green, also the plug that connects to it should be marked PWR_SW. On some boards there are no colours but the markings are the same, so a good close look.

No definitely not...! If the processor is damaged then your computer will never start...!
The issue is, Your operating system is damaged...
Some files required to run the software smoothly on your computer is damaged...
I suggest you to reinstall the operating system(windows)... Only that can fix the issue...
