You probably need to replace the starter recoil. This is not a very expensive fix. Just be aware that this problem is usually caused by having to pull the starter rope excessively because of some other starting problem. Once you replace the recoil, keep your engine running properly.

It is possible that the clutch has froze, could try taking the side pannel of and seeing if it spins freely with out the chain bar on. If it does, it could be a problem with the chain, make sure its not tightened up too tight and that the chain can move freely over the bar.
Do you have chain oil in it? Is the chain to tight on the bar, can you lift it up off the bar at all? Is the chain brake on? try pulling back on the lever to dis-engage the brake. Is there something jammed in the driver?
First the chain should be tightened properly before starting. When you pick up on the chain midway of the bar it should pull away from the bar about 1/4". The proper mix of oil & gas in the fuel tank & Oil for the chain in the oiler tankk is needed, If so, locate the on/off switch & turn it to "on". Pull the choke lever out. Depress the throttle trigger & engage the latch for the trigger. With the saw held firmly in place, pull the starter rope until the engine hits. Then move the choke to half & pull till it cranks. move the choke lever to the run position.
check that the 2 pawls are moveing in the pull start that engage the flywheel you should remove the cover for a closer look also check any warrenty before tinkering
Assuming you can pull the starter cord and the engine turns freely (e.g. engine not frozen due to improper fuel mixture), check for debris near the clutch wheel. Also, loosen the bar tension screw to see if the chain and clutch can move.
If you pull the starter cord and the chain moves, your clutch may either be jammed in the engaged position or may have gone out.
Make sure that you don't have the chain tension too tight and that you always have plenty of bar oil.
