Check the shift lever where it goes into the transmission. a lot of times, the lever will get sloppy where the roll pin goes through and it won't shift into till. sometimes you can drive the roll pin out, pull off the lever and peen the holes over. sometimes you have to drill the lever and shaft and put in a snug fitting bolt and nut. OR, the chain driving the tines is broken, and that means a new transmission. hope it's simple

Craftsman rear tine tiller

If you cant move the tines by hand then I wouldn't think you sheared the pins, more like a gear box problem.

I have experienced the same problem. Mine has set unused for a couple of years. I rebuilt the carb and got it running again, only to find the tiller/tine drive is locked up. I plan to disassemble the housing this weekend. When I find out what the issue is, I will post it for you.

PTO making noise when engaged in forward drive

It's 90 weight gear oil but most likely the output shaft seal has been gone for a consdierable amount of time and has leaked out and is just now making noise, they don't normally make noise right away after the oil runs out. put oil up to the plug fill hole and watch if it runs out the shaft seal if it does then it will have ti be repaiered.

Tiller tines won't turn where put in gear.

The spring goes in first followed by the ball. The ball should not get in the key way because that is filled by the slider pins that go up into the spur gear that drives the tines. Actually the slider pins drive all of the gears by engaging different gears as the gear collar is moved up and down. The detent spring and ball is the mechanism that is supposed to hold the the clutch collar in place. Mine jumps out of gear when tilling any depth except very shallow. I have reinforced the shifting forks and replaced the pins on the end of it. I believe that the pins wear and the arms spread because i have to keep pressure on the shifting rod or it will jump out of gear when tilling. Even with the reinforcing, pressure on the shifting rod will wear out the pins on the shifting arm. This will be my 3rd reassembly and I am leaning toward the detent spring being weak and allowing the shifting collar to move too easily. I may order an new spring and ball and see if that helps. I am getting pretty good at taking it apart.
