The fan on the outside unit is powered from it's 240 volt source. Check that the breaker for the outside unit is not tripped. Also, a contactor is inside the outer unit that starts the fan - it may be faulty.

is the system zoned? if so maybe the zoning control board to the damper motor is wired improperly. when a system freezez its because of 1- restricted air flow across coil, (maybe dirty filter) or 2-low refrigerant charge. again could depend on how its zoned.

green light flashing means there was a fault that occurred now it could be power failure which you can try to reset by turning off and on circuit breaker it might reset itself if not there is much bigger problem which need technician

the stat works using a bi metalic strip so that click you here is making a contact and telling the boiler to call for heating so if you getting no click you need a new room stat. Replace with same model and note the wiring most stats only use 2/3 wires depending on system

This does not sound like a thermostat problem. I would be looking for a zone valve or circulator pump problem.
