sounds like the spray nozzles are clogged you can usually remove them and soak them in soapy water or spray water through it with a sprayer on the end of a hose. if that doesn't solve it then you may have a cracked line or the pump that pumps it out may be broken but usually is the nozzles are clogged.
Open the cap at the end of the windshield
wiper arm at the cowl of the Blazer. This will reveal the bolt that
secures the wiper arm to the wiper linkage. Unbolt the wiper arm using a 3/8-inch ratchet
and socket. Place the bolt to the side, as you will reuse it later.
Pull the wiper arm up at the blade so that the blade of the
wiper is pointing into the air. Then pull at the base of the arm,
wiggling it slightly. It's a keyed gear, so it may take a little bit of work
to break it free, but with the right amount of wiggling, it will
disengage.

This sounds like somewhere along the lines, your wires are exposed and touching. Look for an area that may have been modified. For example, when people put aftermarket radios in, things can get tight/rough when putting the new headunit in. Perhaps your wires were pinched?
first try getting to a source of compressed air, with it regulated to a low pressure so as not to blow lines off blow into the top hole on the reservoir and force fluid thru the hoses,a lot of times the hoses or sprayers on the wipers get dirt in them and cant pass the fluid, also blow back thru the sprayers to see f this helps
If you have used ANYTHING beside windshield solvent in you reservor, you may have created WAXING from soap in the bottom of washer tank, which clogs pump, lines, and nozzel....take the tank out and wash it..disconnect washer hoses at nozzel and clear with compressed air along with the nozzel...if you use solvent only you may have a worn washer pump or restriction...check those and good luck.....
Recommend remove nozzel and clean, also recommend remove resivior pump and clean screen, may have solvent jelling up.Very comon when using cheaper solvent.note always use an alchohol base solvent in resivior and make sure water jug is clean.
