Hi there are several fixes for this issues depending on the cause.

As you've identified it's spinning up we can likely rule out power problems. When you state windows knows it's there I assume you're either making reference to seeing the installing device notification or see the drive in device manager. If I'm correct, then your next step is the see if the drive itself shows up in Disk Management, which is in the same MMC console as the Device manager.(For reference: right click My Computer and Click manage to access the MMC).

If the drive shows up in Disk Managment, then the drive is likely working and the issue is a logical issue with the partition(s) or drive letters on it. If this is the case there are some good inexpensive ways to retrieve the data so you can reformat the drive and get it up and running again.

If the drive doesn't show up in disk management, then it is the enclosure circuitry not the drive windows is acknowledging and you have either a failed enclosure or drive.

If it is a logical issue comment back telling me and I will give you some options for resolving that issue. If it is a hardware issue, take the enclosure to your local PC shop and have the techs there move the Hard drive into a new enclosure and test it. If this works, buy the enclosure and you're on your way. If this fails let me know the steps you've taken and your location, I can refer you to a pro in your region who can attempt a data recovery on the dead drive.

Hope this helps FixYa,

Chris

Nothing Happens When Drive Is Plugged In b> Remove the USB or FireWire cable from the back of the hard drive and try using a different one. If the hard drive requires external power, try a different power cable and power outlet. Visit the hard drive manufacturer's website. All prominent hard drive manufacturers have utilities that can freely be downloaded, which will check the hard drive for errors and diagnose problems. Sometimes, these utilities can repair problems that Windows Disk Management cannot. Call the manufacturer to obtain a replacement hard drive if the utility reports errors or does not see the drive at all. Hope this helps.

Try another usb port. If your using a desktop, try the usb ports at the back of the tower. Also use a shorter usb cable. Long usb cable has the possibility that a power lose will occur. Shorter usb cables has more direct power output going to the external hardrive. Also check your usb drivers in your device manager if it has errors. Right click on My Computer icon on the desktop, then choose Properties, then go to the Device Manager tab then click on the Manage Devices button, there you can see all your hardwares if they are working fine.

Sir, your PC might have been checking for external devices which plugged in to boot from. Thats wrong. So get into the bios of your computer while startup and change the 1st boot device to your computer's hard disk. And its a bad idea, starting your computer with a usb device plugged in.

External hard drive doesn't respond

Shut your computer down. Disconnect you external hardrive. Power up your computer again. Power up the Verbatim and then connect to a USB port. You should hear a very quiet 'ping'.

Go to My Computer, and the Verbatim should be showing as one of your drives (probably Drive D). You should be able to open it from there.

Make sure that you have a Desk Top Icon for opening the hardrive, it makes it so much easier. Hope this helps
