I would change the belt and filter.( belts need to be changed on average every 6 months). now if you smell a burn like an electrical smell the motor is gone.

I have a dyson animal d17 i have taken apart completly and cleaned all filters and clogs and i still have little to no suction and wont turn on in the upright position

With no suction you should check the venturis. They can become clogged if you suck up wet dust, wet cat litter, etc. You\'ll need a Torx Screwdriver to get it apart. See where that gets you.

The burn smell means you should take it to a qualified Electrolux repair facility. It may be an electrical issue and could catch on fire if not repaired properly.

Vacuum gives off a strange smell (stink) and sounds strange

Have you replaced the post motor filter? It could be time to do that.
Perhaps your cyclones are clogged as well. You can find steps to disassemble and clean your cyclone, pretty easy actually. Only 6 parts inside there and they only go together one way so you can't screw it up. Search google for dc14 cyclone disassembly and you'll probably find the video. I just did my DC17 and it took about an hour total to take apart, clean and then reassemble. You can also take the opportunity to wash all the parts and disinfect with a mild water bleach solution. That'll help with the smell.
I am betting though that your post motor and premotor filters are the blame for the smell.
I bought my DC 17 from some lady who used it to clean her cat's litter boxes. Cyclones were totally clogged after only 6 months. What do you expect from poop and wet kitty litter. She said it was junk and bought a $1500 Kirby in it's place. She's gonna have some new and interesting smells with that machine sucking up wet kitty litter.

The problem is that your belt is stretched and worn. This causes that burning smell and it also causes the vacuum to not pick up well. You need to replace the belt. Here is the belt you need and the manual with instructions:

Loss of suction

very simple fix. took me a good hour to figure this out but... first take off your brushhead. via popping the clip so all u have is the circle showing then turn on the vacum using the hose. put the hose over the hole where the brush head goes.. and give it a shake etc to losen up whatever it is u got stuck up in that hose. mine was xmas tree/cat hair mix. which is the death of any vacum lol.. but that noise on the top of the can is cause by suction loss. just use the hose to **** out whatever u got jammed in there and use your finger if u need too. and then no more canister noise.

be sure it has a new bag and fillter, or try running it on a clean surface with the door off. if it still has a burn smell and only runs a few seconds the motor is probably bad. expensive and difficult to access. kitty litter has moisture in it and the vac motor is strong enough to pull the moisture out and draw it through the motor which will damage the commutator. kitty litter (and plaster dust) are stone dust composed and will pass some material through filters in to motors. for such jobs you should use a shop vac style machine , since they have a bypass motor that doesn't pass material through it.

Smell/suction

The brushroll may spin when looking at it but stops when pressure of the floor is applied. The belts stretch, so they look fine but are not. The smell - if it's a rubber smell - would also be the belt. Some, or most, brushrolls can get hair in the ends that could also cause a smell and belt problem.

Burning smell/lost suction

Is the brush roll turning while on the carpet. If the belt is old, then it has stretched and will slip causing a rubber smell. But if it is an electrical smell, then your motor is failing and will need to be replaced.
