When powering up the phone it loads the Palm software, but thereafter
does not flip over to the telephone functions. It continues in a loop with
the powering-up process.

You have to do a "Hard Reset" on your Palm:
Keep pushing the red button of your palm, then press the reset button and keep pressing the red button until the "Palm rounded by a circle" screen appear, then stop pushing it, select "yes" and the problem is Fixed. The fact is that your palm will get into the default state, as the first time.
Probably dodgy software conflict. Try taking battery out and leaving for anhour or two then take out sim carrier. Put battery back and see if it starts properly. If not looping put sim in and try to switch phone on. if this works then there is a problem with software you have loaded so switch off back up before you sync. Then once you have synched the phone add back applications one at a time until you find the one that causes the problem. Of course you have to do it all over again once you have found the culprit!
Another cause, if you have attempted to upgrade the firmware, is a failure of the upgrade process. if you can't get this to work I am afraid the phone is bricked and needs to go back to Palm for repair.

I'm having the exact same problem but wasn't loading any new software. it's been in a loop all afternoon. I took out the battery for 4 hours and put it back in, still looping. Feel like running over it.
I have the same problem. I took the battery and the sim card overnight. I haven't done anything different to the phone, neither have I tried to download any software. I tried using the reset button, but it continues to restart itself over and over, constantly. I doesn't do anything else but shutdown and restart, non- stop. I have to take the battery out to make it stop. Do you have any additional suggestions, because I tried the solution you posted, and it doesn't work.
