If you are refering to the buffer that goes around a babies head in some car seats then you are usually faced with a sweaty head versus the need for proper protection. When a baby can support its own head and actively start moving around it may get in the way but with many car seat related things it is better to leave it as long as possible. Any extra protection or support in the event of it being needed is a bonus.

How do i take headrest off of my graco 3 in 1?

There is a gray tab on each side where the head rest slides in if you push them in it will allow you to pull the head rest out part way then push in the red head rest adjust button and it allows you to pull it the rest of the way out.

How do I remove the head rest to convert this car seat to a booster? The back plate and the head rest are connected and held on by a metal bar on the back of the car seat.

This car seat does not convert to a booster. It becomes a "Belt-positioning booster". The back and headrest remain while using as a booster. You remove the 5-point harness and use the car's shoulder strap seat belt.
The belt positioning is done by the plastic parts at the top on either side of the seat.

What age should i move my baby from carrycot to stroller

A good age is when they can hold their heads up. I like to use the "Snuggler". It is made for car seats, but it functions very well in strollers also! I use that so my sons head won't be resting on his chest while he sleeps :)
