There are two small screws on the carb. One is for the high end and one for the low end. When it is running you can tweek these slightly to get the result you want. Change the spark plug as well.

What is the adjustment or how to adj, a single screw carb?

That is the mixture screw. Turn clockwise to get a leaner mixture, counter-clockwise for richer. For initial setting, try with the mixture screw open 1/4 turn. Start the engine and adjust the mixture screw for good running. After it is warmed up, lean the mixture until the engine starts to miss and then turn the screw about 1/8 turn CCW

How do I adj carb on ryobi bp42 that is too lean

some carbs have a small screw located in the throttle shaft at the lever
there may be a small plastic block that has to be removed first and then a small screw driver to adjust the screw
probably better to get a repair kit or new carby as that setting very seldom changes
