Check the following:
1. Make sure that the needle being used is the correct needle for this machine, refer to page 6 of manual.
2. Yes, insert all the way up ... with flat to the back.
3. Make sure that correct bobbin is being used for this machine. Bobbins not specific for this machine may/will cause problems.
4. Make sure that the bobbin is correctly inserted in the bobbin case. Refer to page 26 of manual.

Bobbin thread will not come up on my Bernina 150 QE

Be sure to use a brand new needle (130/705), that it is installed with the flat part facing the back of the machine, and the needle is pushed all the way up before the screw is tightened.

Make sure everything is threaded correctly. When threading the upper thread, ALWAYS RAISE the presser foot so the thread will seat in the tension disk.

If it still will not pick up the bobbin thread, it most likely has a timing issue, ie the needle is arriving at the bobbin at the wrong time to intercept the bobbin thread. Take it for service.

Model 140m. Why doesn't the bottom bobbin loop to the needle?

The hook pulls the top thread around the bobbin. Remove the needle plate and turn the hand-wheel toward you while watching the needle. The hook should catch the thread as the needle is on it's way back up. The loop may not form since there is no material or needle plate, but you can see that the needle and hook are in a position for it to happen. This is called "timing".
A simpler answer might be bent needle, wrong needle or needle in backwards, all simple mistakes I have made.
When putting it back together be careful of the black plastic bobbin case as it is often easier to get it out than to get back in correctly.

Try replacing needle and make sure needle is oriented with flat side in correct direction. Your manual will tell which way to insert.

On the side of the bobbin case is a half moon shaped curved spring with a screw through it securing it to the bobbin case
take the small yellow or red screwdriver that came with your machine and turn the screw clock wise to tighten and counter clockwise to loosen. Correct tension is achieved by inserting a full bobbin of thread, into bobbin case, remove the half moon shaped shuttle from machine, put the bobbin case on to the shuttle, now hold just thread and with a youo motion shake the above and the shuttle and bobbin case should slide down the thread about 12 to 24 inches for correct tension

make sure the top thread has not come off the thread take up
lever--this can cause the sewing machine to jam
if it's a top loading bobbin--take the bobbin out of the bobbin case
and turn it around and reinsert the bobbin
if it's a side or front loading bobbin take the bobbin and bobbin
case out and make sure the bobbin is inserted correctly into the
bobbin case and that the bobbin case is inserted correctly into the

try taking the bobbin out and putting it back in the bobbin
case if it's a top loading bobbin
if it's a side or front loading bobbin make sure the bobbin case is
inserted correctly
if the bobbin and bobbin case are inserted correctly then
it sounds like the sewing machine could have a timing
problem and needs to be checked at a sewing machine shop
