Providing you have the right privelages and you know the exact name of the target workstation, from another PC on the same network, open a command prompt by typing "CMD" in the start menu search bar. Once the prompt is up, type the following (Workstation1 is an example name):
shutdown /s /m \\Workstation1 /t 30 /c "This workstation is shutting down for maintenance"
The /t indicates how many seconds before shutdown is initiated. You can substitute the 30 for any number of seconds you want in the range of 0-600.
The /c is for the comment that will appear on the workstation to inform the user about what is happening. Substitute any comment you want, but it must be enclosed in quotation marks.
If you are using the Remote Desktop Connection option of Windows, then the only option it provides is to logout. If however, you can get to the Command Prompt (Admin), then you can use the 'shutdown' command from the command prompt window. Type in 'shutdown /?' to see a list of options.
