SOURCE: light colored smoke comes from top of TV when first turned on
If it's like my problem with this set, the power supply gets really hot and essentially melts all of the contact cement they smear all over the PCB to keep things from coming loose. That didn't affect the set's performance and ceased after just the first few minutes out of the box. But recently, we had the same thing happen and I found that all four of 3300uf caps on the board had cooked-off, All of them were swelled and two of them had sprayed their liquid contents around their enclosure, creating the smoke.
I replaced all four of those, but the set will still not power up. I'm getting 120vac all over the "Hot" side of the board and nothing on the "Cold" side. How do I test the three PC817 optocouplers that separate the two sides of the board?

There is an internal fault inside the tv, it could be the power supply or one of the other control boards but i would suggest getting it professionally looked at.
Fault to its main board. Short circuited component/s at it. Contact any service technician; or the authorized service center. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts. http://electronicshelponline.blogspot.com/ . In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.
Throw it away. Seriously most of the parts will wind up costing more than a replacement set...and you are taking a chance that they will even fix it. Hisense has a poor reputation for customer service and does not make service info readily available. If you do decide to try and repair it....yu probably need at minimum an led driver board...assuming the led is not bad.
