Check the sole plate where the beater bar is. You may have to remove the roller brush flap to get into the roller brush and then check the main dust channel beside it. Usually if there's no suction on the hose it means that:
1) The hose is blocked 2) The filters are needing cleaned / washed and dried for 24 hours or see my tips! 3) There is dust clogging after the beater bar/roller brush.

sounds like there is blockage in the suction hose -- lay the machine down and remove the lower floor plate and clean out the hose area where it bends down to the floor unit ( use a wire coat hanger to fish out the blockage ). also check the main hose for any obstructions.

My velocity has little suction,it immediatley clogs the filter inder the dirt cup snd goes no further..we just changed both filters

Have you unclogged the from where it enters the vacuum to the end of the hose, sometimes the hose clogs are the way up into the machine which will reduce the suction to almost nothing.

Vaccuum will not ****

Remove the hose from the holder, if you have suction at the end of your hose, then the problem is down below that point. Check the dirt inlet for a clog. Also the belt may have stretched and isn't turning under load. If you haven't replaced the belt in a while, change it and check the brush roll and make sure the ends are turning freely.
If no suction at the end of the hose and your hose is cleat, then the filters are clogged, check all of them.

Bissell Model 3593-2 Upright purchased 3 years ago not drawing up dirt as it use to

Check where there is suction...is there good suction at the hose...at the back of the vacuum. Knowing where there is good suction will help you know where there might be a clog or any resistance. Bissell also has a fairly good customer support line...I believe the phone number might be on the vaccuum possibly in the back.
