If you are feeling adventurous, you might expose the VCR mechanism and with pure alcohol and cotton swabs, try to clean the stationary tape guides.
There shouldn't be many of them on if they are contaminated, they can randomly 'catch and release' the tape causing the effect you mention.
From your previous experiments, it doesn't sound like a dirty or defective head but you might inspect it for any deposits and carefully remove them with the alcohol/swab combination.
If you see no deposits, I would leave the head alone; they don't really like to be touched by anything unless necessary.
