Bios PASSWORD can be reset by resetting the BIOS. Take unit to a service place like geek squad and ask if they can clear the CMOS. If you are techie enough you can do this yourself. By removinng the CMOS battery for a few minutes (not the main battery) it is a button type cell.

My toshiba laptop starts up and goes to the first page where it says toshiba innovations along the middle of the screen. then it goes to a black screen and in a blue box in the center it asks for a...

There is a known issue on this model and Toshiba knows about it. A password can be automatically be set by the computer and will need to be removed and have the BIOS updated so it won't happen again by an "authorized service provider." You can locate your closest Toshiba ASP at support.toshiba.com This is a known issue and Toshiba knows about it. You should get this covered at no charge if you take it into an ASP, make sure to verify this with the ASP and take it somewhere else if they tell you it will cost you anything. Toshiba will cover this till December 31st 2010.

Blue sceen on start up entry point

After performing the restore you got to install the operating system. And also before installing OS just open the BIOS and change the hard disk type to ATA, only then you will be able to install the OS.
