With the TV on. shine a flashlite in the screen to see if there is a picture. If not then the T-con board is bad. If you do see a picture the ballast board is bad. Some ballasts are incorporated into the power supply boards, others are on a separate board. If your TV back light are leds, then the driver most likely is part of the main board. If you are using a set top box this might be caused by turnig the box on at the same tie as you turn the tv on or slightly after you turn the tv on. If you are using compnent or HDMI inputs the set needs to see the signal as it is turned on to know what formt the signal is in.

If the TV goes in standby, then it is in protection mode.
Ensure also that the fault is not coming from a faulty receiver box sending
bad signal, check if you get same problem on DVD with no receiver box
connected.
Try first leaving the TV power cord unplugged for some times, let say one hour or so.
The flashing light indicates a diagnostic state called protection.
When the TV goes on protection there are only two possible causes.
1The
internal circuits are jammed because of electrostatic
charges accumulating on capacitors, or because of a wrong voltage read
by the main chip on your monitor controller board. this started the
protection circuit.
2 The protection circuit detected a wrong
voltage or abroken contact, identified an internal fault and kicked in
, starting the flashing light.
If you are in situation one, then the TV will reset just unplugging power cord for one or two hours,sometimes even minutes.
If you are in situation 2 , then there is an internal fault.

particular attention at inverter and power board, power board can be
inspected looking for bulged or leaking capacitors, then tested with a
multimeter. The inverter is more difficult to test , there is need to
read voltages, should be done by a tech. Also the LCD controller board can cause same problem

I had this exact problem on my Vizio 47" HDTV. I removed the speakers and all the screws on the back cover. Took the cover off and located the fuses on the largest circuit board. The are in the upper right hand corner of the board. There are 3 of them in a row labeled LF 1.5, LF 3.0 and LF 3.0. The are white in color with copper ends. I took a volt meter and measured continuity across all fuses individually and found the LF 1.5 to be blown. The guy at the electronics store sold me a barrel 1.5A fuse and told me to soldier it across the top of the blown fuse. It took an extra set of hands but the TV works perfectly.
