Dell 8100 systems w/Windows ME continues to reboot endlessly. The 4 leds on the back are all green. Set CDRM as first boot device and attempted to reinstall the Dell Windows ME reinstall disk - no change. Pulling i/o cards did not help. Reseating memory cards did not help. I hooked to a known good motitor, keyboard and mouse. The unused memory slots do have balnk cards in them. In a single step bootup the PC does seem to be able to load software from the hard disk. A Maxtor installation disk does correctly identify the hard drive as a Western Digital 40 Meg hard drive. Dell support was no halp at all!
