Sir i don't think we can do that the best solution is find out the legal laws on your country if they have an agancy of Communications and the Telecommunications Control Bureau if they have bring your reciept to identify that you owned the unit that was lost. then they block the IMEI of your unit so they cannot call or text.

I dont think you can your self block it well just take your bill and IME no to the police they will get an FIR and give that to your service provider they will block it or else if you know your IME no try to send we will try from our end if the phone is working with same IME no then we can with GPRS connection then it is possible from our end
