it indicates that the insulation for the wires is melting from overheating wires
stop using it and take it in to an appliance repair shop for an inspection and proper diagnosis
if it is still under warranty take it to an authorized service agent

SO MUCH FOR REPAIR SHOPS. WHEN THEY PUT THE VACUME BACK TOGETHER THEY MUST OF PUT IT BACK TOGETHER WHERE SOME THING IS RUBBING TO CAUSE THE SPARKING YOU SHOULD RETURN IT TO THE SHOP AND COMPLAIN, THEY SHOULD NOT CHARGE FOR THEIR MISTAKE

When I had a problem with my DC17, I received a quick response from their service department at 866-693-9766. They recommended a local authorized repair shop.

Now i dont know which exactly it is (in Aus we speak in DC15 etc) but can you try this.

Remove the whole bin thingo, and there will be a catch near the top to open the lid of the bin. Inside there should be a foam like filter. Have you cleaned that out?

Its more cost effective for a shop to fit a new clutch at your expense $150 Clutch Belts are readily available in the UK you can purchase belts from numerouse sites for approx $10 postage to states $3 to $5 saving you a small fortune.
