The volume is controlled by the software
in the windows task bar at the bottom, click the speaker and adjust the volume.
if you don't get results, you may have a sound card problem.

I have a HP G70 - 120EM laptop and it shows "no

First - re-seat the hard disk and reboot the computer. If the computer does not boot up then reboot and go into the BIOS configuration to see if the BIOS detects the hard drive. If it doesn't detect the hard drive then it could be faulty.
Then the hard drive needs to be replaced in the computer/laptop, Windows installed and the computer or laptop's device drivers plus your programs etc. to get a functioning computer/laptop again.

Screen frame broke

Screen frame being the Display Bezel.

With the laptop closed, the top cover is the Display Enclosure.
Is it broken also?

Can you say OUCH! That's the cheapest I found, but it was a quick search. Hopefully you'll have better luck in searching.
The HP part number, for the Display Bezel of the HP G70 series, is;

HP 488386-001

The HP part number for the Display Enclosure is;

HP 488379-001

Base Enclosure;
With built-in modem, Digital Media slot, AND -> with HDMI port,

HP 489114-001,

Base Enclosure:
WITH built-in modem, Digital Media slot, and NO -> HDMI port,

HP 501252-001,

Hinge Kit; (2 each Hinges),

HP 488384-001,

You have more damage than just the Display Bezel, I feel.
Access what damage you have, and I'll step by step guide you in replacing.
Just post back in a Comment.

My hp g70 screen started going out and now it will not even power up

If you have TV with VGA input or a monitor, try plugging it into the laptop. If that works then you know your video card is ok.

If the screen on the laptop is completely dead (try looking at it closely, if you can see things on the screen but really faint this means your back-light has burnt out.) If you see nothing then you probably need to change the LCD screen altogether.

You can get LCD screens for this unit off ebay for about $115.00

Depending how old the laptop is and what you paid for it, buying parts to fix it might be a waste of money. You could always buy a new laptop, and get your data transferred from the PH g70 to the new one.

Volume at 100% and sound too low to watch dvd tried with several dvds and volume is too low

Just cross check the volume settings in volume controls. All the sliders should be at max level specially Volume Control and CD Player.

If it is fine then there is some thing wrong with the media you are trying to watch or can be problem with audio driver.
