Hi, my name is Todd and I am going to try to help you with your problem. Ciould you please try the following prior to jet settings on this unit:
Carburetor adjustment may be needed on some 471 units.
Affected units will exhibit low RPM, sluggish performance and poor throttle response.
It is best to use a tachometer when adjusting to ensure accuracy. Set The unit to operate
at a high speed RPM of 4,800 and an idle speed of 2,500 with all blower tubes installed. To make
the adjustment follow these steps.
1. Remove the four torx screws located in the corners of the blower housing by turning them counter clockwise.
2. The high speed adjustment is located on the left. Both screws have red caps installed that limit the amount of adjustment. A jewelers screwdriver is needed to make this adjustment. If not
available, the caps must be removed. To remove the caps pry slightly upward on the black body
around them. This will loosen caps for removal.
3. Adjust by turning the high speed screw clockwise until it stops. Do not overtighten! Turning
1 1/8 turns counter clockwise will provide an approximate setting. Use your tachometer to adjust
precisely. Replace limiter caps and black body.

I will try and help with your question. Could you please tell me if the throttle on your carb is fully activated when your trigger is squeezed. Or is there still more travel on the carb? I'm looking at each possible fault individually, In this case, many back pack blower have adjustable throttles to take any slack out of the throttle cable, and yours may have slipped. But I am unfamiliar with your machine so require a little more information.
