Does the line connect to anything, or does it just hang there?

i suspect that it is a water drain tube to remove water from the bowl of the carby
First thing is Honda makes the engine not the washer it self or the carb .
But if I understand you correctly this tube is directly under the main jet on the bottom of the float bowl .Or is it a vent tube coming out the side .
If its on the bottom its a drain to clean the main jet and the bottom of the float bowl.
This is the biggest problem people have with small engines they don't use the machine all the time but never drain the fuel or tread it the gas goes bad and the bowl fills with sediment and the thing won't start
Their will be a screw at the bottom of the float bowl remove the bowl and clean it .Then turn the gas shut off on and let the tank drain catching it of course in a container .
Honda engines start first pull if the plug and the gas are good also change the engine oil it has a switch if the oil is low or its not on level ground it won;t start either
