If the lights come on but just do not flash, replace the flasher relay. Your Thunderbird has 2 flasher relays. One for the Turn signals and one for the Hazard lights. The turn signal relay is located Front seating area, driver side, under dash, driver side of steering column, mounted in lower corner of fuse block . The hazard relay is located Front seating area, driver side, under dash, driver side of steering column, mounted in rear of fuse block. most likely not in the fuse box nor is it a relay, check the fuse and replace if necessary. Turn on your hazards and listen for a clicking sound under the dash on the drivers side. Normally the hazard and turn signal flashers or near each other. Not a Ford fan so I can't exactly say where it is located.
