most skid steer loaders do not have brakes in the normal sense but have valves that lock the hydraulic fluid in the drive motors and so prevent them from turning making them brakes

On both sides of trans housing just in front of axles is where brake shafts go into trans.To fix this you have to spray alot of lube between shaft and housing while trying to rotate shaft.This may take hours to free up and also check for the return springs to still be hooked up to lower roll bar frame.I have seen this alot in the 4000 series tractors.
look at the plastic coupler that holds the shaft down to the gear

My skid steer has brakes. There is a brake disc. You have to pull the drive motor of and its in between the motor and the drive sprockets in a brake housing.
if that is the case , it will be a big job and a workshop manual will be a definite requirement if you do the job yourself
