I recently noticed when I tilt the tv forward there is a discoloration on a section near the top of the screen. The discoloration goes away after the tv is untilted. When I tilt the tv forward you can also hear that something is moving around. I have recently taken the tv apart to replace the power supply board, although I was wondering if you had to take the back panel off as well as the power supply board and I/O board to get to the Leds because I think that an Led strip may be loose or another part or parts close to it.

The part number you gave, 932222538682 is a pdp (Plasma Display Panel), and that's just the display panel of a Philips 42" Plasma Tv., which by the way has been substituted to Philips p/n# 932222695682 and is the most expensive part of the Tv- worth about $1800.00 dollars. Unless you have some grand design to be the first on your block to own the most expensive heath kit in the world I'd suggest you return it and spend your money more wisely on a unit already assembled..

Measure the connector from the logic board to the power supply the second pin from the left it will say Vs_ On if the set has 3.1 volts the problem is the SSB or the logic board. On the logic board there should be a solid led and a flashing led that shown that data id flowing and the problem is the SSB. The SSB is easy to replace just remember what you tokk loose and from where. You probely will save money that way. If the set is in warranty or just out of warranty contact Philips 1-888-744-5477 and see what they can do first.

If the power supply outputs are good! Then I would say the back light inverter is bad! If the screen stays black and does not come on.
SOURCE: Tv will not power on. Led light is meaningful.
Is very unlikely that the backlight inverter board is defective, even if it was the tv should power ON but will not illuminate the screen and no video.
Check this link to find the power supply.
model # VS-60607 Mfg Yr February 2000 Big Screen TV:
1. tearing/fluttering/ripping across entire screen caused by damages associated with diode 522, and;
2. the problem is really an OEM Mitsubishi causation as the
leads of said diode get too hot <too much current flowing through
it> and this component lifts itself off of the main circuit board, &;
3. supplemental hidden damages arise from this, and;
4. you should not attempt to fix this set but rather contact the
national & state Consumer Protection staff & file a complaint, &;
5. pleadings should say:
a. this set almost burned down our/my home & us to death;
b. we paid too much money for this to happen, and;
c. we demand full replacement of the set & money for our
inconvenience for all of the above, and;
d. said replacement need not be a Mitsubishi but like unit;
6. check with Martindale-Hubble to find a good law firm/lawyer.
7. have fun, eh!
