you mentioned of power outage and surge, it might have overstressed some components on the digital display circuitry! check for the circuit for the display! see if you have some components to check if the developed open/short connections (Transistors, diodes,capacitors!)
Note: the fryer was rated at 220-240 volts, at power surge the supply could reach up to 250 volts or higher which generally give bad effects to major appliances (TV, computers, radio, etc.)
check your voltage output of your outlets and see if it is within 220 to 240. the lower than 240 the better. during the day supply voltage tends to be higher and sometime much higher than 240 volts, this gives higher tendencies of appliance damages.
during the nigth it lowers due to consumer need!
voltage surges often causes over-stressing to electronic component especially when there poor voltage suppression design. ones commonly affected are transistors, capacitors and ICs.
there is a great possibility that your fryers circuitry was damaged!

- basing only with visible physical characteristics of electronics can't guarantee you they are of good condition! since you said that it is an old board, where did you get it from?

- perhaps it is the only one left unchanged ( the little bit circuit!) the power circuit board might have taken the surge and the display circuit did not! take your chance, replace it if you wish to! sometime we learn trough discovery!!!!
