there is something caught inside between the outer drum and wash drum those plastic strips are the inside of the drum being damaged probably caused by something being left in the pockets of clothes
If you rotate the pulley on the back of the drum does it rotate the drum? i have seen these snap the back of the drum off. also they can have issues with the controller board for the motors which would require a technician to determine.
motor or drive problem this can be a couple different situations depending on if your unit is belt driven which would be a easy fix you have to be able rto take off the upper cover to inspect the motor drive area

This is quite a common problem and can be sorted quite cheap to. You will need to take the back off depending on which model you have to access the motor! Take the motor off and then we can sort the problem.....
