SOURCE: The water dispenser in my frig stopped working
We had same problem! The water line gets frozen in the door, and there is no way to get to it. But, I took some 14 gauge electrical wire and would get one end hot by putting it under hot water, then put that end up the water line in the door. This might take several attempts, but it will work. A little piece of ice about 2 inches long will come out.

Yes, it could be the water filter. Also check to make sure the water is turned on and that any lines to the refrigerator aren't kinked or crushed somewhere. It's also possible that you will not be making any ice as well if your appliance has an ice maker

It seems that the bulb in the front panel is pulling to much current as it ages and it makes the control panel in not work properly. Removing the bulb will fix the problem - just fixed mine.
Also seems to match your symptoms (works sometimes and then not others - bulb current is inconstent, light dims when dispense lever pressed - again wrong current draw).

The water inlet valve on the back of unit opens when the ice
maker needs water. If the valve doesn't seal good because of sediment or wear
it will continue to drip and when the water reaches the ice maker supply tube
it will freeze blocking the tube.. You can take the water
line off the valve and watch to see if it drips.
Your water line could be frozen in the door. You can
disconnect the line under the unit before it goes into the door at the bottom
hinge. Push the dispenser button and see if it comes out there. If it does leave the door open till it thaws
disconnect
the line to the water dispenser at the water inlet valve on the back where the
water supply comes in and try the dispenser. if you hear the valve work but
water doesn't come out, the valve is bad. If you don't hear the valve, the
dispenser switch is bad.

Just had to defrost the water tank inside the fridge for a few minutes. Using a waterproof heating pad with extension cord did the trick. Even a fridge needs a warm blanket from time to time.
