Tihs would be do to a faulty flyback , A fly back is a circuit board that is on the back of the tube this being replaced will have much better results.

Buzzing noise

Fly back transformer will cause a buzzing sound like this. Really up to you how bad it bothers you it can be fixed but it will cost a couple hundred dollars. If you can solder you can put it in yourself but the flyyback will still cost a little bit of money.

Buzzing noise with no picture or sound.

The power supply is telling you that it has a short. I think you have a bad high voltage transformer in the horizontal deflection circuit. I've repaired several RCA's with this very same problem. The newer RCA's are vert prone to high voltage transformer failure ! Stargazer

Buzzing sound

the horizontal output is shorted ,has to be replaced BUT solder all connections for three inches around the this horizontal and solder them well or the output will blow again, there is especially a small coil in the drive line to the base that causes most of the problem
