maybe there are for the Switch? to the solenoid, that engages the contacts to switch through to the starter. Usually it goes from the battery, to a solenoid, that breaks the Power to - from the battery to the actual "Starter motor". try to "Trace" them out and see where they go. just a thought?

clean and lube around butterfly arm and "windvane' under engine cover.most governors are controled by air coming off finns on flywheel also check to see if you have return spring broken or missing
