Probably not hose but more then likely is a problem within your wand. Try connecting your hose handle directly to your powerhead and see if you can get consisten power. I work in customer service for electrolux and more then likely it is in fact the wand

Probably has broken wiring within the interconnecting hose. Replace the hose.

Check the belt on the beater bar sounds like you got trash at some point that stopped the bar causing a flat spot on your belt. Also check your connections to make sure they are tight and clean
