Draim pans do get dirty and partialy block drain pan. If possible take a shop vac and gently **** out the drain line. This will pull the restriction out of the line and help clean drain pan. Rusty

What your asking is impossible to answer. True the charge goes up with the btu size but there is no set amount. To figure this out you need a couple of things.
1. On the condensor (outside unit) has a lable that will tell you how much R-22 the condensor will hold.
2. On the evaporator (inside) should also be a tag that will tell you how much the evaporator will hold.
3.Then you have to know the line sizes and also length to tell you how much refrigerant the line set will hold.
You add all these up and you will have the correct amount.
