2003 club car golf cart slows down too much going down hill. Brakes are applied automatically but to the extreme how do you remedy this problem

I have a 2003 Club Car golf cart. The rear passenger wheel doesn't flow freely when the wheel is off and it squeaks when backing even if I don't apply the brakes. I'm not sure what it could be.

No idea never worked on one but it sounds like something is seized up inside the brake drum ,No you must separate the drum from the backplate ,i would suspect that a wheel cylinder is corroded up and holding brakes on ,, usual way to remove the wheel and wack around drum lightly but with a 1kilo lump hammer ,or 2lbs to you and this will often push the pistons back into wheel cylinder ,check for manual adjuster on back of drum ?? ,the drum wears and forms a lip on the side so it doesnt always slide over the shoes ,as and when you get this drum off make sure you grind this lip down with a small angle grinder before refitting the drum as you cannot get the shoes to adjust manually on the automatic adjusters if it has this type and not a manual adjuster on the back of the backplate ,,

Electric club golf cart has an odor when driving and runs extremely slow

If the smell is a burning smell, be very careful, a fire could start. If the smell is chemical, but very careful, a battery could explode.
That said, check your electrical connections and your voltage. If you don't know how to do this, call a friend or take it to a shop. The speed control, the wiring and the batteries can all cause what you describe.
One more thought, a dragging brake could also cause this problem.
Things to consider: When did the problem start? What happened or changed at that time? When was the last time it ran right?

Electric club golf cart is very slow especially up hill batteries replaced I last 18 months has made no difference

  1. You did the right thing, you almost always start with the batteries first. However, it may be the controller. The speed of an electric golf cart is determined by the speed controller. you should use the highest gear possible to allow over drive to kick in, other gears will slow and limit the speed you can drive ,and stress the tranny

Find the year serial nimber A9649-548612 club car golf cart was manufactured

Since 1981 Club Car Golf Carts have positioned their serial numbers just under the glove box on the passengers side of the vehicle. The first two numbers (not letters) indicate the last two digits of the year of manufacture.

On Club Car Golf Carts prior to 1981, you can find the serial number by raising the seat and locating the aluminum, I-beam frame section closest to the batteries on the driver's side of the car. If the serial number plate has been removed, you can confirm it is a 1975-1980 model if it has two brake pedals and one accelerator pedal.
