This is very important that the connections are correct. The fuel is pulled through the carburetor to purge all the air before starting. Air will keep the fuel pump from refilling the carburetor when attempting to run.
A filter is attached to the end of the fuel tube located in the tank. This hose is the fuel pickup and passes through a tight hole in the tank. The other tube is the return also from the carburetor and is open on the end returning inside the tank also fitting through a tight hole in the tank.
It is easy to reverse these tubes. If one has cracked it is likely all need to be replaced. Take pictures and take notes before starting.
Reversing the hoses allows for unfiltered fuel to fill the carburetor with the result of plugging the jets.
The vent hose attaches to the white nipple coming out of the tank. This hose is about 2 inches long or so and contains two little grub scews to allow a small amount of air leakage. One can be fabricated or easily acquired from a Stihl dealer. (note, the other end doesn't attach to anything)

A lot of Stihl have a tiny tiny tiny allen headed set screw just screwed into the open end of the vent. Some have a fancy deal with many descriptions. Try a set screw ran in flush with the opening of the vent tubing. Keep it clean and venting, because an unvented tank will not allow fuel to be drawn into the cylinder.
Rebuilding it does not mean it is adjusted correctly but if you are confident with that I would check for air leaks in the hoses. Replace the spark plug or make sure that there is spark in the existing one. You can test that it will fire with starting fluid then you know that it is not getting the right amount of fuel.

Pull off the clip and sprocket, then check the spring or wire behind the clutch. There is a notch in the sprocket hub that drives the spring when the hub is spinning. Sometimes the spring comes off the worm gear that it drives. If the spring is not there you need to remove the clutch to check it. It has left handed threads on it)
Some chain saws have the filter as the little bulb that picks up the gas down in the gas tank. Remove the gas cap and look in the gas tank. Using a piece of wire with a small hook bent into one end, reach into the tank and catch the pickup bulb. Slowly pull it out of the tank. Clean it with clean gasoline.
