No, it is the software. the camera is just a device for transmitting the image the cam never really contact each other direct. make sure you are both on the same version of skype. test your cam in the tools>settings>video settings. if you still have issue you may need to contact skype thru email.

Sounds like your webcam is missing some support software
I have a Logitech and need Microsoft DirectX 10 to run it as well as the Logitech software.
Visit the Microsoft hardware support page
http://www.microsoft.com/hardware/download/download.aspx?category=ICE&type=LifeCam&sku=68A-00001
Fill in the details and click 'GO'
Click on the link:-
"Microsoft LifeCam Readme and Troubleshooting Information"
All the information you require should be found here, Including the latest software to download and Customer Support
Check out any additional software you have to download as well as the Lifecam.

Procedure
Close all programs while uninstalling - downloading and uploading software
Disconnect your webcam
Uninstall the current webcam software on your computer
Restart computer
Download the Installation package from Microsoft
Run the installer and choose your options when prompted
Connect your webcam when prompted.

Check with Microsoft for any additional software you may need - for example running a Logitech webcam requires Directx in addition to the Logi software

Visit this site - fill in your cam details and check out the readme link for all the issues relating to your model

Microsoft Lifecam VX-3000-unknown video error on Skype

I tried the skype link given in Solution #1.

None of Skype's suggestions helped.

The problem child: Windows 7 (all updated) and current Skype.

I installed DirectX per Skype's suggestion.

Also found this link to MicroSoft driver for W7:

http://www.microsoft.com/hardware/download/DownloadResult.aspx?category=ICE&type=LifeCam&name=68A-00001&os=Win7_3264&lang=en

It's working at the moment. But the camera was working previously with this setup. Time will tell.

Downloaded new version of skype and was using microsoft lifecam camera and now no picture is seen on other side by family. do i need to download the lifecam driver again

I saw this problem on the Logitech forum, so there is a known issue.
The guy resolved it by contacting Skype and going back to an earlier version of Skype until a patch is issued.

You can also check out the Microsoft Lifecam support, they have some information for chat programs

Try re-setting up your webcam by going to Tools > Options > General > Video Settings.  Also check the cable connections from your webcam to your computer.

Lifecam VX 6000 and Skype

On the one I just fixed, Skype would not even see the LifeCam. I had to go into the registry and delete the calls for the Lifecam in the run section. Open Regedit, back it up first then delete any referecne to Lifecam in HKLM\Software\Microsoft\current version\run and also HKCU\Software\Microsoft\Current Version\Run

Be careful to ONLY delete the referecnes to Lifecam. If you are nto familiar with the registry you can seriously mess up your file system.
