Either your blades are dull or the gap between the intake tray by the blades is too far or is rounded off. Many chippers have a plate on the intake by the blades that can be flipped around when it rounds off. Also some have a edge on the other side of the blade so it can be reversed and give you a fresh edge. Be sure to unplug the sparkplugs and remove the key when going into your chipper to ensure no one can start it when your in it. There is usually a lock bar to keep the blades from moving.

SOURCE: What year is my wood
The B & S Code is the date of Mfg. This engine was built in 1994 (first two digits rep. the year), Sept.( the next two digits rep. the month) and the second day of that month. Your engine was built on Sept.2,1994. Your chipper may be one year newer as the engine had to be installed after the date of mfg. Your welcome

The impeller is on a keyed taper on the motor. Remove the shredder blade as shown in the user manual, Screw the hex centre bolt back into the shaft leaving some slack. Using a suitable puller (I used a harmonic balancer remover) with bolts through the shredder blade bolt holes and the centre screw on the hex bolt, apply pressure and tap with hammer. The taper tends to rust a bit, so it may take while to move it, but when it comes, it comes with a rush. I suggest a smear of grease on the taper when reinstalling to limit future rusting.
